人口動態変化のチャレンジ

近年の人口動態変化は、日本や他の多くの先進国に対して大きな挑戦を投げかけている。人類の歴史において高齢化は最近の出来事であるが、この現象により人間社会は今後も変容していくと思われる。この現象において日本は大変興味深いケースとなっている。20世紀初頭、日本人の平均寿命は西欧諸国のそれと比べて著しく低かったが、ここ数十年の間に世界最高となった。日本の高齢化ならびに少子化は、他の先進諸国と比べると極めて速いスピードで進行しているが、それにより社会、経済、政治の仕組みも変更を迫られている。それと同時に、人口動態変化現象の多様性と複雑さは、個人の生き方やライフコースの変化とも関係している。人口動態変化のチャレンジに関する学際的な日本研究の重要性はここにある。
日本の人口動態変化のメカニズムの解明には、国際比較 ―特に西欧先進諸国との比較― が有益である。出生率の低下と平均寿命と年齢中央値の伸びがセットとなっている現象は全ての産業国家でみられるが、人口構造の変化やその変化に対する政府の対応および市場の反応には、それぞれの国に特有の特徴が多くみられる。高齢化に拍車がかかり、総人口が減少している国が、その経済的影響力を思い通りに維持できるのかどうか。この問題を考える上で日本は間違いなく重要なケースである。
当所が人口動態変化に取り組み始めた後、同テーマの重要性に関する社会的認識は確実に高まっている。
日本国内においては、メディア報道はもとより、政府もさまざまな政策を打ち出すようになっている。また政府がただちに対処するには難しすぎる、或いはまだ準備が十分にできていないような部分には地方公共団体や地域コミュニティ等、地方のアクターが動き始めている。当所は、人口動態変化のチャレンジという研究重点テーマを掲げ、人口の変化に付随して起こる、または変化が引き起こすさまざまな社会的・経済的・政治的・文化的変容を調査している。
